The Wellcome Library has made funds available to pay the open access publishing costs for research papers, monographs and book chapters that result from research based on the Wellcome Library's collections. The Finch report has stated that universities will have to be increasingly efficient in the way they pay for open access publishing in the form of article processing charges (APCs).
Responding to the recommendation, JISC and the Wellcome Trust, on behalf of the UK Open Access Implementation Group (OAIG) are commissioning work to investigate how we can help universities, publishers and funders manage the charges efficiently and also what role an intermediary might play in making the process work smoothly.

The U.K. Wellcome Trust enters a decisive strategy to promote and sustain their open access policies.
The Wellcome Trust plans to withhold a portion of grant money from scientists who do not make the results of their work freely available to the public, in a move that will embolden supporters of the growing open access movement in science. In addition, any research papers that are not freely available will not be counted as part of a scientist’s track record when Wellcome assesses any future applications for research funding.

The trend toward open access scientific publishing gained strength last week when the Wellcome Trust, the second-largest nongovernmental funder of scientific research in the world, said it was considering sanctions against scientists who do not make the results of their research freely available to the public.
